Transmitted herewith is the request by Rooff Development for the 8-lot final plat of St. Joseph's Square, for the development of a new residential subdivision on 0.413 acres, generally located at the northwest corner of East 3rd Street and Lafayette Street.  Please find attached:

The final plat consists of eight lots, which allow for the development of eight new row dwellings on 0.413 acres of land.  The lots range from 1,655 SF to 4,001 SF in size, with two lots facing towards Lafayette Street and six towards East 3rd Street.  The Future Land Use Map designates this area as Mixed Commercial, Low, Medium to High Density Residential, Professional Offices, and Neighborhood Commercial.  The proposed final plat is in conformance with the Comprehensive Plan and Future Land Use Map for this area.  The proposed plat is located within the “C-3” Central Business District, which is designed and intended to accommodate the variety of retail stores, services and related activities, including residential development which often occupy the area within the central business district.  The row dwellings will have a zero lot line setback on the side property lines of each lot, and be setback approximately 5' from the front property lines.  Each row dwelling will have their own 17.5'x 22' (385 SF) detached garage in the rear yard.

 

There are appropriately sized ingress/egress access and utility easements shown on the plat that will allow for vehicular use access to the site and allow access to 100' of storm water pipe behind lots 2-7.

 

The Planning and Zoning Commission voted unanimously to approve the final plat at their regular meeting on August 5, 2014.

Background Information:
The area that is going to be platted was once a City owned parking lot that the City deeded to Rooff Development through a development agreement to construct the eight row dwellings on the site.  Construction of the dwellings has already begun.
